Maryland Department of the Environment
Director, Waste Management Admin.

Baltimore, MD 21230-1719
Dear Mr. Tablada,
I'm writing to you to express my opposition to the proposed Chesapeake
Terrace Landfill for which Mr. Warren Halle has requested a permit
from the Maryland Department of the Environment (MDE). This landfill
would immediately impact my home and quality of life.
The following are some of the more important reasons why I oppose
this landfill:
1. It has NOT been proven that there is a NEED for this rubble landfill.
2. The narrow, winding, county roads are inadequate to handle the
proposed truck traffic.
3. Our drinking water, which comes from a well, would be in jeopardy
of being contaminated.
4. The aquifer which sits beneath this proposed landfill could be
contaminated, which would not only impact my community's water supply,
but that of many other communities.
5. The air pollution would be detrimental to my health as I suffer
from allergies.
6. Our pristine wetlands would be threatened.
7. My property value will decrease.
8. The quality of life (peace and quite) that I, as well as my family,
have inherited down through generations will not longer exist because
a developer wishes to alter my environment for profit.
I urgently request that MDE not issue a Refuse Disposal Permit to
the Chesapeake Terrace Rubble Landfill.
Sincerely,
cc:

Dear Mr. Tablada,
As a resident of Odenton, Maryland, I am very distressed to learn
of plans to operate the Chesapeake Terrace Landfill in a residential
area.
My Family and community are very concerned about the environmental
and safety issues associated with the proposed facility. We have lived
in this area for many years and enjoy the natural environment, wetlands
and wildlife around us. We do not wish to see all of this area destroyed
and are worried about the danger brought on by the increased amount
of truck traffic (600 trucks per day) being proposed by Mr. Halle.
My family and community will NOT support the Maryland Department of
Environment on this matter. I strongly encourage MDE not to issue
a permit for this proposed facility.
Sincerely,

Dear Mr. Tablada,
An injustice is being inflected upon my hometown. Wilsontown is a
small, majority African American community and the proposed location
for the Chesapeake Terrace Rubble Landfill. Many of the residents
have lived here for many generations and have enjoyed the peace and
tranquility of the country setting. Our community should not be targeted
for unwanted development simply because we are a minority.
Historically landfills are placed near minority communities; areas
that are small in population and do not pay enough tax dollars for
our politicians to notice. Our community is not going to sit back
and accept this form of discrimination. We want to fight this rubble
landfill and would appreciate any help you could offer.

Dear Mr. Tablada,
I am an average citizen of the State of Maryland. As such, the major
investment of my lifetime is my home. It is the basis of my retirement
and the growth investment I depend on for future needs.
This investment will be unfairly take from me by Chesapeake Terrace
when they open their rubble landfill on property near my home. You
see the actual landfill area for this proposed facility abuts the
back of my property. Fromthe quite, rural, forested setting, my property
becomes a noisy, dangerous place to live. As a result, I expect my
property value to decrease dramatically.
The worst part of this dreadful scenario is that it is UNNECESSARY.
Anne Arundel County does NOT NEED this rubblelandfill, does NOT WANT
it, and is forced to accept itbecause the owner sued the county to
get in the Solid Waste Management Plan. I know there is an environmental
justice law in the State of Maryland, and wonder if it could beused
to STOP THIS TRAVESTY.
I urgently request that MDE not issue a Refuse Disposal Permit to
the Chesapeake Terrace Rubble Landfill.

Tablada

Dear Mr. Tablada,
This letter is in regard to the Chesapeake Terrace Landfill being
built in the area near Odenton, Crofton, and Gambrills in Anne Arundel
County, Maryland. I am a resident of the area and am concerned about
the environmental issues associated with the proposed landfill.
I have been reading EPA's paper entitled Construction and Demolition
Waste in Landfill's, dated February 1995. According to this paper,
such landfills mainly contain wood products, asphalt, drywall, and
masonry, with significant amounts of metal, earth, plastic, shingles,
and insulation. They also contain materials classified as "hazardous"
such as waste oil, grease, batteries, appliances, florescent bulbs,
and formaldehyde from carpets and treated woods. All of these materials
would be hauled and disposed of in our community. Bits, pieces, and
fluids hauled through our area will inadvertently be spilled and blow
in the wind from the trucks and landfill. My neighbors and I do not
need this potential toxic environmental contamination in a residential
area where we live and raise our children.
The injustice of this environmental degradation of our local environment
due to the construction of a rubble landfill in our residential area
is unwarranted. For the past 10-years, Anne Arundel County and my
community have been forced to "fight" the landfill within
the judicial system and have done so unsuccessfully.
As a resident and taxpayer of Maryland, I strongly urge you to DENY
the issuance of a permit to the Chesapeake Terrace Rubble Landfill.
Sincerely,
